LANEHAM PARISH COUNCIL

 

Minutes of the Parish Council Meeting held on Monday, 14th January, 2008 in the Village Hall at 7.00 p.m.

PRESENT: Councillors G. Scrini (Chairman), Mrs. B. Barber, Mrs. A. Clark, F. Clark, P. Baines,  P. Cable, J. Cobb,  Dist. Cllr K. Isard,  PC Bailey and PCSO Ciacci. Two members of the public joined the meeting later.

PC Bailey informed the meeting there had been no reported crimes since 1st December, which was good news.  PCSO Ciacci has been patrolling in the village and his presence has been noted and welcomed.  There has been some motorbikes racing around, but unless the police are given names there is not much can be done about this.  The Chairman thanked the officers for attending the meeting.

2.  DECLARATION OF PERSONAL AND PREJUDICIAL INTERESTS

 None. 

 

3.  MINUTES OF MEETING HELD ON 10.12.07

The minutes had been circulated prior to the meeting Cllr F. Clark proposed they were a correct record of the meeting; this was seconded by Cllr. Mrs. B. Barber and unanimously agreed.

 

4. MATTERS ARISING

a) Meadow Project – No response to the letter sent to Mr. Hardman.  Daffodils have now been set; some spare ones were planted at the Stokeham Road entrance to the village

b) Village Hall – Cllr. Baines has not had time to inspect the building yet. but will now make this a priority.

c) Bridleway 25 – If this work is not put in hand by 31st January steps will need to be taken to move the matter forward.  Laura Summers has indicated that the work is being undertaken but the council needs to see this happening.  Cllr Hempsall needs to be advised of the council’s decision.

d) Land Registry – contact has been made with both the Chairman and Clerk regarding further evidence needed for registration.  The Chairman and Cllr F. Clark will make some investigations.  NCC needs to be contacted about the status of Helenships Lane.

e) Bus Shelter – Slow progress, but the project is moving on.  BDC have confirmed it is unlikely they can contribute, but some feedback was expected from Nigel Johnson, which has not yet arrived.  At the moment the shortfall of cash is about £2600 without electrics.

f) Trees, Main Street –no response from Mr. Simpkins yet. Cllr F. Clark to contact.

g) Parish Plan –Now at printing stage.  Will be circulated for consultation at the meeting on Saturday, 19th January. Need to advise Cllr Cable re tickets by Wednesday, as much support as possible needed.  Children will be admitted free on Saturday evening if accompanied by adults. Cllr Cable reminded those present that Morris Dancing practice will take place at 9.30 p.m. on Wednesday.

h) Village Maintenance – Cllr F. Clark has received a quotation for the grass cutting.  Mr. Hardman to be requested to submit a quotation.   Hoo Lane - Anglian Water have stated that they are willing to have a site meeting.  The Chairman to arrange.  The Environment Agency have now suggested the local water authority and BDC are contacted re the flooding issue.  This to be done.  Environment Agency also needs to be contacted re. the procedures for putting the flood boards in place at Top Town Bridge.  It also needs confirming where the boards are.  Broadings Lane – still no planings, Cllr. F. Clark agreed to visit Tarmac as this is now a matter of urgency.  NCC has confirmed the culvert under the road will be inspected and that the broken salt bin will be investigated.  Cllr Cobb left the meeting

i) Over Trent Piece – The Chairman and Tony Hutchinson have now visited and confirmed that the trees are considered safe.

j) Christmas Lights – there had been problems, but had been sorted out to enable the lights to be on for the key events.  However, it does seem that there are problems in general with the Church wiring.

k) Mr. Hardman – has not responded to the letter sent re. His complaints.

l) Fire Hydrants – no response to letter sent to Fire Brigade needs following up.

m) Planning – BDC have acknowledged letter but no further response.  Cllr. Isard said it was expected that all letters should be answered within 15 days.  Therefore this matter needs following up.  The Chairman has been informed that to date no change of use application has been submitted for the Butchers Arms site.

 

The meeting was closed for Public Discussion after which it was reopened and the following discussed.

 

5.  PUBLIC DISCUSSION

Christmas lights – will need sorting out for next year – but depends upon Church wiring problems.

 

6.  PAYMENT OF ACCOUNTS

a)       Caretaker £341.66 (000675)

b)       Village Hall Insurance £368.43 (000676)

Cllr. Mr. G. Scrini proposed approval of payments, seconded by Cllr F. Clark and unanimously agreed.

 

7.  CODE OF CONDUCT   

The way the council operates the Public Discussion section was discussed.  Cllr Isard agreed to speak to Cllr. Yates regarding his suggestions made to the Chairman, and then the council would decide what to do.  In the meantime it was agreed to continue as before.

 

8.  BDC/PARISH CHARTER

Copies had been circulated for councillor’s inspection.  After discussion it was agreed to adopt the charter but to confirm to the Chief Executive that the Parish feels there is room for improvement regarding planning communications and feedback.

 

9.  PRECEPT

The meeting was informed that BDC have yet to confirm the amount of Concurrent Grant and Street Cleaning Grant, but the forms still have to be completed and returned before the end of the month.  Discussion took place, after which it was agreed to apply for a precept of £4200 less the concurrent grant.  It is expected this will increase the parish levy by approximately £2.26.

 

10.CORRESPONDENCE

a) Nottinghamshire Rural Community Council have confirmed they will now be known as Rural Community Action Nottinghamshire.

b) Planning application received regarding Manor House Caravan Park but the Clerk has agreed with Mr. Deakin that this can be discussed at the next meeting.  AGENDA

c) BDC Leaflets received re. Preventative Adaptations Service (PAS) to be put on notice board.

d) Planning – Erect Conservatory, Springfield Cottage – Permission Granted.

e) Planning – Erect Dwelling adj. Meadowside – Permission Granted

f) BDC Saturday Morning Collection dates made available for press and Roundabout.
